Reterra is planning a new community-focused sports and service centre on the properties at Kuuse põik 42 and 44 in Laagri. The aim is to bring high-quality sports and leisure facilities, as well as everyday services, to this rapidly growing area.
The anchor tenants of Laagri Elukeskus will be PadelPoint, Selver and 24/7 Fitness. The total investment in the centre amounts to €14.6 million.
The planned Laagri Elukeskus is designed to become a new hub for active living in the area, bringing together sports, community activities and everyday services. The centre will have a gross floor area of approximately 9,259 m², with around 7,786 m² of leasable space. To date, approximately 70% of the centre has been leased. The building will comprise two full floors and a partial third floor, with 153 parking spaces. The architectural design has been created by PIN Arhitektid.
Reterra is developing the centre in cooperation with local partners who understand the needs of the area and the expectations of the community. Reterra’s partners include the long-standing operators of the Laagri Tennis Centre. Their shared goal is to create a place in Laagri that supports an active lifestyle, provides high-quality sports facilities and becomes a natural meeting place for families, recreational athletes and local residents.
“With Laagri Elukeskus, our goal is not simply to develop another commercial building, but to work together with local partners to create a centre that genuinely supports everyday life in the area. We are doing this in cooperation with people who are closely connected to the Laagri community and have a clear understanding of the leisure and sports facilities that are needed here,” says Reigo Randmets, Partner and CEO of Reterra. “We want to give this former industrial and production area a new purpose and transform it into a modern centre that supports an active lifestyle and a strong sense of community.”
The development’s anchor tenants will be PadelPoint, Selver and 24/7 Fitness, complemented by various service providers and food and beverage operators. According to Reterra, the need for a new centre is primarily driven by the rapid growth of the Laagri area and the changing expectations of its residents. Saue Municipality has a population of more than 26,000, while the number of residents in Laagri has grown steadily in recent years.
According to Saue Municipality, the new development reflects the area’s growing attractiveness to both residents and businesses.
“We welcome all businesses in Saue Municipality that are willing to develop commercial services that also serve the public interest. Growing business interest in the area is a positive indication of how population growth and an increasingly diverse range of services go hand in hand,” says Andres Laisk, Mayor of Saue Municipality.
Selver also sees strong growth potential in Laagri and considers it important to provide local residents with a high-quality shopping environment close to home.
“In a highly competitive retail market, success is determined by a good location, a well-considered product range and strong customer service. The new Selver combines these qualities and is well suited to an area where we see clear potential for further development. We carefully assess every investment and select development projects with strong long-term prospects,” says Kristi Simonsen, CEO of Selver.
The new store will incorporate modern, energy-efficient solutions. Waste heat from the CO₂ refrigeration system will be used to heat the store and provide hot water, while LED lighting and ventilation will operate according to demand. Electronic price labels in the fruit and vegetable section and bakery area will also help reduce paper consumption.
Laagri Elukeskus is planned for an area surrounded by residential neighbourhoods, educational institutions and sports facilities. The centre will be easily accessible by both car and train, and its location supports the goal of strengthening Laagri’s role as a regional hub.
Construction is expected to begin in the second half of 2026, with the centre scheduled for completion by the end of 2027.”
